San Juan, Jr.  Professorial Lecturer, Polytechnic University of the Philippines (Manila) Sa matipunong kasaysayan ng panitikang katutubo, ang pangalan ni Cirio Panganiban ay namumukod bilang makabagong makata at mandudula sa unang bahagi ng nakaraang siglo. Ngunit madalang ang may pagkakilala sa kanya kumpara sa mga kontemporaryo niya. Kapanahon siya nina Jose Corazon de Jesus, Deogracias Rosario, at Teodoro Gener, mga kasapi sa samahang Ilaw at Panitik. Naging patnugot ng Surian ng Wikang Pambansa (1948-1954), si Panganiban ay abogado, propesor sa FEU, mangangatha at makata, at isa sa mga nagsalin ng Codigo Administrativo ng bansa (Panganiban at Panganiban  202, 216).
